Annual State Smoking Report Cards

2014 DATA COLLECTION METHODOLOGY

  • The survey is hosted online on the survey site Zoomerang
  • The questions were designed based on the document Identifying and Eliminating LGBT Disparities: Promising Practices for Comprehensive Tobacco Control Programs
  • The survey was initially emailed out to state reps in June 2013
  • HealthLink (previously Network) staff called and followed up with all state reps who didn’t respond to the first round of emails in July and August 2013

EXPLANATION OF SCORING SYTEM

Scores:

  • 19-‐21 points: A
  • 16.5-‐18.5 points: B+
  • 13.5-‐16 points: B
  • 10.5-‐13 points:   B
  • 7-‐10 points: C+
  • 3.5-‐6.5 points: C
  • 0-‐3 points: C

The scoring for the report cards uses a simple system:

  • Yes/No Questions: 1 point for yes, 0 points for no or “not sure”
  • Community-based and non-community based programs (1 question): 0 for “none”, 1 for either, 3 for “both"
  • Staff training (2 questions): 0 for never, 1 for “yes but not in the last year”, 2 for “yes, in the last year”
  • For questions with the option to choose multiple answers: 1 point per choice

This totals 21 points possible. We decided to consider each “Network Resource Used” as ½ a point and did not count these in the total possible points, so they acted as bonus points for states that used them.

Range: 0-17.5 (out of 21 possible)
